Personality:
The perfect balance between absolute doofus and savvy businessman.
Pegasus generally regards life with a jovial, almost childlike excitement. He's upbeat to the point that it would be easy to think that he never takes anything seriously. This works largely in his favor, since you would never expect him to actually know what he's doing, making it all the more surprising once you find out how capable he truly is. Being underestimated is something he's learned to use to his advantage.
Though he's shown to be bright and exuberant, he is also shown to have a darker side. Most of this was showcased during Duelist Kingdom, where he was driven mad by the influence of the Millennium Eye. By no means do I think he's that dark at a base level, but some semblances of his character at that time still exist after he's recovered. Namely, his ability to be particularly cunning if he needs to be, and to treat dire threats in a very nonchalant manner. He likes to toy with others -- whether it's all in good fun, or whether it's a little bit of schadenfreude. Granted, the only time the latter is seen after Duelist Kingdom is here, and that was someone masquerading as Pegasus. But you'll notice that he's so convincing that Kaiba never questions whether or not it's him.
By the time GX rolls around, there's almost none of the legitimate darkness in him. He can be serious, surely, but he isn't out stealing people's souls or anything.
His sense of humor can also be very dark. During Duelist Kingdom, the way he chose the order of the finalists was by secretly including a little Millennium Eye in the participants' soup bowls that popped up as they were about to eat. The eye could be opened to reveal a letter, and the letters were used to decide the duel order.
Despite his casual attitude, there are things about which he cares deeply. Duel Monsters is a major one. He's a huge believer in the bond between a card and the person that was meant to use it. He creates cards that he doesn't mass produce because they need to find their proper owners. I think this is a large part of why he attends as many tournaments as he does. He brings a case of cards with him, and if certain cards react to certain duelists, he gives them as a gift. This is touched on here (he is literally that fabulous in every language, and it is magical).
He also cares deeply for duelists themselves. In the manga, he actually adopts a few of orphaned duelists, though it's never said at all in the anime whether or not that's still the case. Of course, Pegasus in GX was a cameo character at best, so there's still a lot of room to decide on that. Personally, I think he's adopted at least Yakou and Gekkou Tenma by then. I feel like he adopted a handful of them so that no matter what, Industrial Illusions would be in the hands of someone he trusted with his company if something were ever to happen to him. In that event, there's no one he'd trust with the game more than duelists, since they have a better idea of what Duel Monsters is (and should be in the future) than some random corporate suit who's just in it for the merchandising.
Deeper personality traits are mostly headcanon, since they don't delve too deeply into his psyche throughout the series. Among that headcanon is the fact that I think that even though he's been known to shamelessly flirt, and sometimes speaks with a lilt that is more than just a little suggestive, he's more or less content to be single. After his wife passed, I don't really think he could fall for another woman. He might be hesitant to love in general for that reason, since I'm sure he'd be deeply afraid of losing that person.
Of course, his true love will always be cartoons. He will ramble on endlessly about any number of them if you let him. His favorite is Funny Rabbit (though he also likes the American adaption, Funny Bunny), which he used to watch a lot of in his youth. Growing up as an only child, he spent a lot of time in front of the TV, captivated by any number of animated hijinks. This lifelong adoration has colored his life in many ways, helping him find joy when things seem bleak otherwise.
All-around personable and outgoing, he's flamboyant to the point that it might be a bit much for some to handle. Those who can, however, can expect a loyal friend who would go to the ends of the Earth for them. He has a bit of a flair for the dramatic, but that's to be expected of the comic relief, which he usually kind of is.
Strengths: Despite his unassuming nature, Pegasus knows his way around manipulation and underhanded tactics. Granted, he doesn't use them much anymore unless they're absolutely necessary, but it means that he can match a game of wits with just about anyone. He's quick to think on his feet and come up with creative solutions to problems. They may seem ridiculous, but usually they work!
He's also an accomplished artist. Many of the Duel Monsters cards were drawn by him -- or at the very least, sketched using the carvings on ancient stone tablets as guidelines. He also has experience painting portraits, as evidenced by some of the art he did of his late wife right after she died.
In Duelist Kingdom, he hacked Kaiba's secret computer, though I don't know if that was him directly, or if he hired someone to do it. I think it could be argued either way?
Weaknesses: He could probably be guilted about his past. Despite his determination not to let it get to him, if you push him enough in that direction, he could probably go right back to despair.
He's also not much of a fighter, so he may need to rely on magic if he's ever in battle. Of course, this is after he actually learns magic, since he'll come in with little to no knowledge of how to use it. Magic exists where he's from, he just doesn't use it himself.
I feel like his generosity can make him an easy target for those that want to take advantage of him. Luckily, he's good at being able to pick out who is and isn't trustworthy, but I would bet that he can still be fooled in this regard, especially if you seem like a duelist in need.
He's also sort of stuck in his ways, if Pyramid of Light is to be believed. While Kaiba plays on high tech Duel Disks with an updated deck, Pegasus uses his outdated Toon deck on an outdated field. I feel like this can translate into his art, too. I think it's rare for him to use a tablet, preferring instead to use real paints or markers.
There are a couple more, but they're more headcanon than anything, since canon doesn't go into much of his weaknesses outside of Duelist Kingdom.
Possessions: His drawing set, a huge sketchpad, his deck and his fabulous outfit.

First Person:
[The scroll flicks on to reveal a very distraught-looking unicorn. For all the world, he looks like he's just been given some gravely distressing news. What could be wrong? Did he just realize that without him, his company might be spiraling out of control? Is he worried about the future of Duel Monsters as a whole, should he not be able to find his way back before anyone knows he's gone?
It doesn't take much longer for him to fumble around a little. The scroll shakes a bit as he finds a way to prop it up. After that, he moves to carefully take something from the ground.
As he returns, delicately balancing a red colored pencil on his hoof, you may be able to tell the point has been worn completely down. A pathetic look follows.]

Third Person:
Despite his business acumen, Pegasus had little patience for boredom. He liked the more complex aspects that made up the world of Presidents and CEOs -- the parts that made it feel like a game of chess. Spotting a potential partner being conniving and innocently outwitting him, or buying up stock in another company to get the owner's attention. These were all fun ways to pass his time. As soon as it stopped feeling like a game, he was likely to become increasingly disenchanted with it.
And nothing was more disenchanting than a mountain of forms to sign.
Resting his head on his desk and masterfully looking every bit as dejected as a drenched puppy, he stared at the pile of papers his assistant had just brought in. Ugh, why did owning a company have to be so tedious?
With an exaggerated sigh, he got to work. Most of the papers were renewal forms for deals he had with card suppliers and retailers, but some of them were actually from Kaiba Corp. Turns out, it was also time for Kaiba to renew his license to use the likenesses of Duel Monsters in their Solid Vision system.
Well. Maybe he could hold on to this one for a little while. If anything, Kaiba would surely notice his lack of response and call to yell at him about it. That always seemed to cheer him up considerably.
Of course he signs it anyway, just so it will be ready to go through after he's had his fun.
As an apology for all the trouble he knows he's going to cause, he's sure to write Kaiba's name with a little heart to dot the i.
